I have no clue if this has been done or not but here is the first of many "Chaos" cards to come.

Lore:

As long as this monster remains face-up on the field you cannot control any other monsters. If your opponent controls a monster and you do not you can Special Summon this monster from your hand. When this monster is summoned your opponent selects and activates 1 of the following effects:

-Select and destroy 1 monster your opponent controls, your opponent then draws 2 cards.

-Select and destroy 1 monster you control, you then add 1 designated card from your deck to your hand.

You have lots of OCG errors. To prevent some of it, start using commas. And summoned and special summon should be capitalized. Also, one should be 1. (I suggest you to use - instead of *) Finally, you should consider rearranging the sentences around.

This is pretty balanced.

Overall, I like the effect and I'm gonna say 8.9/10.
