Shouldn't there be some sort of effect of only getting one tails or none?

Na, I think the point of the 2 coins is to make the chances smaller.

 

I like the name and artwork, the concept is okay and balanced. The OCG needs a fix-up though:

 

I'm not sure if you wanted the effect to be optional or not, but if it was supposed to be optional, you should include " you can" after the first comma.

"toss a coin 2 times" should be "flip a coin twice".

You should specify how many times a turn the player can use the effect, or else the player will just use the effect until they get two Tails :/ I think once per turn would be good.

I'm pretty sure "2 out of 2" should be "both".

Also, "Attack Phase" is "Battle Phase" (Basic Yu-Gi-Oh knowledge).

 

To sum up, the effect should be like this:

"Once per turn, during your Main Phase, you can flip a coin twice. If both results are Tails, this card cannot be selected as an attack target during your opponent's next Battle Phase."
