Effect:This card cannot be Normal Summoned or Set. This card can only be Special Summoned by the effect of "Forced Evolution." Each time a Spell Card is activated, place 2 Spell Counters on this card. This card gains 100 ATK for every Spell Counter on it. Whenever a Level 4 or lower monster is Summoned, you can remove Spell Counters equal to the Level of that monster to negate its effect and destroy it.

It's a bit overpowered, I'd put it in +100 ATK/Spell Counter, still, sweet pic and good for Spellcaster's Command Deck.

OCG fixed:

Do not fix your OCG from what he said, your OCG is fine. But it is OP'd. Put a max limit on the Spell Counters and only place 1 when a Spell Card is activated.
