You have to try to write the lore down more clearly in a way that it is impossible for two people to interpret it differently. I mean, like... How does it's summoning work? Is it like this: 1. It Normal Summons (Tribute Summons) just like other cards, but when it is summoned all Dragon type Monster cards are removed from the Graveyards and put out of play. 2. It does not Normal Summon, but first you have to have another card that totally clears out the Dragon type Monster cards out of both the Graveyards. It says it can't be Normal Summoned, but it doesn't say what happens instead. It can only be magically Special Summoned in some kind of way, and apparantly for the remainder of the duel it's stuck in your hand until you discard it or Special Summon it from your hand through a Spell or Trap card.
