New Thunder-Type monster: Voltaic Visionary. (Input and/or opinions appreciated)

Any monster that battles this card cannot change its battle position and loses ATK equal to it's Level x 100. Once per turn, if this card would be destroyed by battle, you can return 1 other Thunder-Type monster you control to your hand instead. When this card destroys an opponent's monster by battle, if your opponent controls a Set Spell or Trap Card in the same column as the destroyed monster, it cannot be activated until your next Standby Phase.
