Effect:
If this card is activated while you control 1 Spellcaster-Type monster, you can select to either destroy the Spellcaster-Type monster or not. If you do not destroy the Monster Card, this card effect becomes: Tribute 1 Monster Card and send this card to the Graveyard to select 1 random card in your hand and place it on the bottom of your Deck and draw 1 card. If the drawn card is a Spell Card, inflict 800 damage to your opponent and select 1 Level 4 or lower Monster Card your opponent controls and reduce it's ATK to 0. If you destroy the Spellcaster-Type Monster Card, this card's effect becomes the effect of the destroyed Monster Card and you lose 600 Life Points during each Standby Phase until this card is removed from the field.

By the way, what does 'broken' in terms of card making, mean?
"If this card is activated while you control 1 Spellcaster-Type monster, you can select to either destroy the Spellcaster-Type monster to have this card effect becomes its effect and you lose 600 Life Points during each Standby Phase until this card is removed from the field OR not destroy the Spellcaster-Type monster to have this card effect become:
- Tribute 1 monster and send this card to your Graveyard to place 1 random card from your hand on the bottom of your Deck. Then, draw 1 card. If the drawn card is a Spell Card, inflict 800 damage to your opponent and reduce the ATK of 1 Level 4 or lower monster your opponent control's to 0."
Shouldn't it be continuous spell ?!
The first effect is useful to keep the good effects but it is too expensive 600 during your turn and your opponent too. The second is good too but still expensive since you will lose your monster maybe the only 1 too yes it will reduce your opponent monster ATK to 0 but that mean you only took his attack it still can be a material or a tribute and have it own effect and DEF. 6/10.
