Time Altering Dragon

A pic I found while looking for something else; it looked interesting and so I turned it into a card.

[spoiler="Lore"]This card cannot be Normal Summoned or Set. This card can only be Special Summoned by Tributing 1 monster you control, once per turn, after 3 turns. As long as this card is face-up on the field, Counter Traps are treated as Spell Speed 2.[/spoiler][/spoiler]

Speed Spell or Spell Speed, I'm not sure which of them means how a card can be used in chain to another. Mind enlightening me?

well they haven't been released so I'm not fully sure of their effects Speed counters are involved (obviously). You tribute counters to do something useful with a spell or trap. Also I don't think the effect would work since Speed Spell 2 is a field spell card and there can only be 1 field at a time...overall 8/10

That is not what I mean. I mean:

A regular, continuos, field, ritual, or equip Spell Card; as well as most monster effects, are Spell Speed 1. These cannot be activated in response to other effects.
A Quick-Play Spell, an effect which states can be activated during either player's turn, and any Regular or Continuous Trap Card is Spell Speed 2. These can be activated in response to either Spell Speed 1 or Spell Speed 2 cards.
A Counter Trap is a Spell Speed 3. These can be activated in response to any Spell Speed, and can only be responded to by another Spell Speed 3 card.

You have to Tribute 3 Monsters; it's just that you Tribute them once per turn.

the only real problem is that if you plan to summon it, you need a ton of spell/trap backup. otherwise, you leave yourself open for a pounding

Well yes; this card is supposed to fit in a Deck of Spell Speed 2 cards, cards to effectively counter Counter Traps with this card's help.

...not necessarily. I went for Divine Attribute because of Time being an absolute factor more than anything else. And on the other hand it is obviously a Dragon.
