Place Spell Counters on this card equal to the number of monsters removed from play by this card’s effect x 2. (Max 8 ) Increase this card’s ATK for each Spell Counter on it x400. Once per turn, you can remove 2 Spell Counters on this card to Special Summon 1 Level 7 or higher Spellcaster monster from your hand or Extra Deck. (Max 8 ) = (max. 8 ) (Ignore the spaces, because otherwise it would turn into a emoticon)
x400 = x 400
place 1 on this card = , place 1 Spell Counter on this card (End of last sentence)

I know some of these are just really simple like the x400 = x 400, so only a few I'll deduct a .1 from.

[b]Effect / Originality:[/b]
Quite the steep requirements having to have Dark Magician x 3 in your Grave then removing them from play to get this monster out. Nothing a few Dark Grephers, Foolish Burial and whatnot can't handle. Has a nice way to remove from play certain cards on the field, which is also a nice way to getting around the Stardust series. The card can easily become quite the beater, up to 3200 ATK it can gain I believe, making this a whopping 5200 beater. The cost of removing 2 Spell Counters from this to swarm out a Level 7+ monster is quite nice, but I think would be no use unless you stated "ignoring the Summoning conditions", because I believe for Extra Deck monsters their requirements count as Summoning conditions. Not that original, seeing it's your basic swarmer and beater, but with an extra effect.

[b]Usefulness / Balance:[/b]
The card has quite the hard way to get itself out, but I gotta say, when it does get out, it can become quite the threat. What breaks this card though, is the massive ATK gain it can well, gain. I'd reduce the x 400 per Spell Counter to maybe a 100 or 200 per Spell Counter, much more balanced. The swarming might be a bit OP'd as well, seeing it's the opportunity to get out some nasty monsters with only a small cost, which you can easily regain. So yes, the card is OP'd. But then again, I don't see this being played in the Meta game though, possibly Tier 2 or Tier 3.
