1300 ATK and DEF are too much for a level 2 lower its DEF to 600-1000 since it will not need it. Use this with "X-Saber Wayne" to have a great chance of summoning 3 "X-Saber Wayne" then you can use it with any of them to summon "X-Saber Urbellum", "Seven Sword Warrior", "Lightning Warrior" or use it in any of the many ways to have 3 or 4 synchros, this card (with at least 2500 ATK) and any other monster (if you have only 3 synchros) on the field. Due to that you should add "Once per turn," before "if this card is sent to the Graveyard for the Synchro.." with it still can summon 2 Synchros but I think it is OK if you do not then add this "and it cannot be used as a Synchro Material Monster this turn." after "this card gains 400 ATK". 6.7/10.[/spoiler]

I must say, the second card is overpowered. Not only is a stronger Marauding Captain, but it also gains ATK, which if you build your Deck well, could be anything over 2400.
And it also allows adding cards to your hand, which is an effect which is easily abused. Cards like Sangan got Limited for that.

Simply add it to your hand, discard it through effect, gain 200 ATK. Easy 2000 and a powerful Spell/ Trap used. Hand size stays the same and 1 less bad draw from your Deck.

I know I only focused on the negative, but it's something to point out.

I can only suggest fixing by keeping all stats but making it a Level 6, that way, the average ATK would be of 2400 or so, which seems fair being as you can also Summon extra and add to your hand. P.S. You might want to include some kind of limit to the Special Summoned monster;

But Marauding Captain, I know can Summon any LV 4, which can be abused easily, but he is only at 1200 ATK and has no additional (important) effect.

The second effect need a drawback some thing to make you have less cards in hand. The last effect is OP after you made "Safe Haven" but that can be changed if you add "This card can only attack if it is the only monster you control.". Looks like liam said every thing but I already wrote this so I will not change it. 6.6/10.[/spoiler]

So any summoed level 2 or 1 monster will gain 300 ATK and you will sure special summon an othe one so more 300 ATK that mean the level 2 or 1 monster need only 1000 ATK to get 1600 ATK then your opponent will useally destroy 1 so you will summon an other 2 in your next turn and have them all gaining 900 ATK but since you have to keep up with your opponent with a level 2 or lower monsters this card is not OP.

See the prob with this set isnt they power of the monsters xD most of my later cards will always being themselves back or RFG themselves which is bad for this deck build keeping stuff in the grave will be the hard part of the deck.

Also Chrono Guard is staying 1700 wanted it to be the strongest Lv 2 normal monster in game xD

Tsubaki is clearly your Early game beatstick but later is totally Obsolete when it comes to Chrono guard he is the "Key card" if you will most of my later cards will revolve around him
