1st one is bad, second one needs text along the lines of Grave Lure and is also bad. The Frog engine already exists, getting Tributes for Tribute Summons isn't difficult.

You can fiend a better pic. Both effects say "Special summon the selected monster" but I do not see "select a monster" so you will special summon nothing. It is more like a late summon and less conditions ritual monster but anyway both are great. I far as I know it can be used to summon a level 4 or lawer monster.
The first card do not ensure the summon you may even lose before you draw that monster but with a card like "Heart of the Underdog" (in a mormal monsters deck) or any card like it you will get the monster in no time. 6.4/10.
The second card ensure summon but you will need to protect a spell and a monster but I think it is better since a player can use that monster for something a soon as it is summoned. 6.8/10.
