There are a few problems with this.

This is what you put: Pay 1000 Life Points to have all face-up monsters on the field treated as normal monsters. Destroy this card during the 3rd turn after its activation.

There are some OCG errors to start with: When this card is activated pay 1000 Life Points. Negate the effects of all face-up monsters on the field. Destroy this card during the 3rd End Phase after this card's card's activation.

-In your description you say that they are treated as "normal monsters" however that means EXACTLY THAT, they are treated as normal monster but you put nothing that negates their effect, just as if you have a FIRE monster and you say it is treated as a WIND it does not negate its FIRE Attribute.
-You have simply taken Skill drain and made it last 3 turns, so that begs the question.....why not just use skill drain.

Mabee I am missing something but it seems like a worse version of skill drain??

Thinking about it, it could be used as a stalling card if you want to hold off a powerful effect monster for a few turns, however you would need to make it less costly as skill drain as it doesn't last as long. Perhaps if you just paid 500 life points or even no life points to activate it, it would make it a more ballanced and a better card.
