This card would have been an amazing counter in the last format, since Summon ---> Heavy Storm was common. Now that you've got Heavy banned, likely as not you're going to see Dark Hole ---> Summon instead, which doesn't work as well with this card.

Since the 3 cards IS fairly rare, maybe you should say an effect that would remove 3 or more cards from the field, which would counter Mist Wurm, Brionac, all those lovely field-clearin' Synchros.

Also, change it to any monster. I mean, it'd still be more balanced than Brain Control. Judgment Dragon counter FTW! - even better since it turns him into a DARK.

Stopping card destruction and being Brain Control? Slightly situational, but card would still be format defining. Submission protects big pushes and discourages early aggression, which isn't something that I like- eliminating an entire deckstyle (aggro) is mean. It's quite balanced otherwise. 7/10

Slightly situational,
