I think its balanced... I mean there he needs 1 tribute and his ATK is pretty low but maybe you can cut of the last part of the effect(just a suggestion). I think the image is awesome! 10/10

Picture- 10 and i like how it looks like a zombie!
Effect- Outstanding and i would so use this in a killer set!
Card (O.A.)- 10/10 because it's balanced, creative, and i would use it in a duel.

I still think I'll keep the effect the same, his halving ATK thing keeps
him safe from 2400-2800ATK (depending on field), but means he's
weak to attack with (so he can't destroy much, hence the destruction effect).

And I made the template, wasn't too hard, but took about a day.

Wow. Very nice card. Gold rare template looks awesome. Even for low ATK, the halving ability makes it decently balanced. Pic looks insane. Creative. 10/10. Usually don't give 9s or 10s but this is quite an exception.
