PowerlinX
I know the OCG isn't the best, so help me here. Other than that, here you go.

Nɇvɇrmorɇ
Here's an OCG tip: move the perio outside of the quotation marks. Ex: "Caius the Shadow Monarch." to "Caius the Shadow Monarch".
Monkey
Completely broken. A Raigeki that dodges any destruction negation and virtually allows a 2400 direct attack (if not more)
SeanM123
Activate only when you control a face-up "Caius, the Shadow Monarch". Halve your life points and remove from play all monsters your oponent controls. For each Dark Monster removed from play by this effect inflict 500 damage to your opponent. "Caius, the Shadow Monarch" cannot attack this turn. I added the damage effect just so your implementing Caius' secondary effect. The card not being able to be negated is also too OP. Considering Caius isnt difficult to summon at all, having the card non-negatable is too OP. I do have to say, I find the Picture superb.
Lord Smeagle
It's not any worse than Lightning Vortex, really. Plus, this is likely to backfire on account of all the wonderful D.D. decks that are about to become widespread.
~Jay~
You should make it a Trap Card that can only be activated during your turn. Then, make it so you cannot Summon this turn and make it remove from play your monsters also. That's the only way I see how to balance it :/
