So I was thinking today... "How could it get really dramatic?"

Thus:

You can only activate this card in the final Duel of a Match having lost the previous Duel.
During a Turbo Duel, both players have Speed World active. It cannot be removed from the field, its effect cannot be negated, and any further Field Spells cannot be activated. You cannot use the effects of Trap Cards. You can activate non "Speed Spell" Spell Cards without penalty. You can activate the effects of Spell Cards as Spell Speed 2. During each Standby Phase, except the Standby Phase of the first turn, both players put 1 speed counter on "Speed World" (Max 12). Speed Counters cannot be removed from this card except by its own effect.
If your opponent has 8000 or more Life Points than you do, you can activate the following effect:
*Remove 12 speed counters from this card and add 1 card from your Deck to your hand. You cannot place speed counters on "Speed World - EX" for the remainder of the Duel.

Basically it's in a Match of 3 duels,

this is intended to be used for the final duel of the Match, having used regular Speed World the other 2 duels
