Seems pretty good overall, the effect is simple and short but makes a lot of sense. It is a powerful effect though, so I would weaken the stats a bit. Something like 800/1800 would be better, that way your opponent has a chance to retaliate without Tributing monsters. That plus the fact that these are slightly better stats than the Vanilla E-Hero Clayman and it has a good effect. I usually post the "Once per turn..." at the beginning of the effect but I think it can be posted at the end of the effect as well. OCG is fine otherwise, Pic is awesome and it seems original. 42/50 Sweet

A very good effect, nothing bad about it and it goes with the theme of the Ice Barriers
I would say "while this card is face-up" to limit it maybe a little but thats my opinion.
