Effect seems far too simple for the cost.
Although its a free powerful Dragon, it's just a massive beatstick with an average of 4000 ATK.

Could make it do something different, you know like, supports Dragons.
Special Summon, Token, Field Spell, Polymerization gain, use traps from your hand,
just something extra that makes you want to use it.

It's not OPed imo. The ATK is fine for the card. The effect is not OPed or UPed for a Level 10 monster though I would add another effect to it

But this gets a 8.5/10 from me

Id dont give 9/10 or higher if it's not sets or really, really great card
