Here's a set of non-pop culture cards from me. Please rate/fix/correct ocg and stuff.

General:
Steam Soldiers are a set of steam-powered robots, with styling based on Napoleonic-era military uniforms. All of them are FIRE attribute Machine-types.

Steam Soldier - Red Sword

During your turn, this card gains 400 ATK. During your opponent's turn, this card loses 400 ATK.

When you Normal Summon a "Steam Soldier" monster, excluding "Steam Soldier - Blue Shield", you can Special Summon this card from your hand. Whilst you control this face-up monster, your opponent cannot declare another "Steam Soldier" monster you control as an attack target. Once per turn, this card cannot be destroyed by battle (Damage calculation is applied normally).

During battle between this attacking card and a Defense Position monster whose DEF is lower than the ATK of this card, inflict the difference as Damage to your opponent.

If this card is sent to the Graveyard for the Synchro Summon of a "Steam Soldier" Synchro monster, you can place 1 Coal Counter on that monster, plus 1 Coal Counter for each Coal Counter on any Synchro Material monsters used to Synchro Summon that monster. (A "Steam Soldier" monster gains 200 ATK and DEF for each Coal Conter on it. During your End Phase, remove 1 Coal Conter from all monsters with Coal Counters on them.)

When this card is Synchro Summoned, you can remove 1 Coal Counter from a card you control and draw 1 card. If this card is sent to the Graveyard for the Synchro Summon of a "Steam Soldier" Synchro monster, add 1 Coal Counter to that monster for each monster used as Synchro Material Monsters for that card. (A "Steam Soldier" monster gains 200 ATK and DEF for each Coal Conter on it. During your End Phase, remove 1 Coal Conter from all monsters with Coal Counters on them.) During your opponent's Main Phase, you can Synchro Summon if you use this face-up card as a Synchro Material Monster.

Once per turn, you can equip this face-up card to a "Steam Soldier" monster you control, or unequip it to Special Summon this card in face-up Attack Position. When equipped to a monster by this card's effect, the equipped can attack each of your opponnet's monsters once. If it does so, the equipped monster cannot be destroyed in battle, and you take no battle damage from that battle. A monster that battles the monster equipped with this card loses 500 ATK and DEF during damage calculation.

This card's battle position cannot be changed by card effects. Once per turn, you can change one Attack Position monster your opponent controls to Defense Position. This effect can be activated during either player's turn.

Steam Soldier - White Assault

1 "Steam Soldier" Tuner + 1 or more non-Tuner monsters.
When this card declares an attack against a monster your opponent controls, you can destroy destroy that monster at the start of the Damage Step (without damage calculation). If the monster destroyed by that effect had a lower ATK than this monster, and your opponent controls a monster, this card can attack once again in a row.

During your End Phase, remove 1 Coal Counter from all monsters with Coal Counters on them.) You do not need to remove Coal Conters from this card during your End Phase. Once per turn, you can remove 2 Coal Counters from this card to destroy 1 card on the field.

Once per turn, you can move all Coal Counters on card you control. On the turn this effect is activated, this card gains 500 ATK for each Coal Counter on it. During the End Phase, remove all Coal Counters from this card. This card cannot declare an attack until the End Phase of your next turn.

When this card is Synchro Summoned, you can remove from play 1 "Steam Soldier" Synchro monster from your Graveyard. This card gains the effects of the removed monster.

When this card is sent to the Graveyard, place 5 Coal Counters on face-up "Steam Soldier" monsters you control. (A "Steam Soldier" monster gains 200 ATK and DEF for each Coal Conter on it. During your End Phase, remove 1 Coal Conter from all monsters with Coal Counters on them.)

Field Spell
During each player's standby phase, add 1 Coal Counter to this card, and 1 Coal Counter to a face-up "Steam Soldier" you control. (A "Steam Soldier" monster gains 200 ATK and DEF for each Coal Conter on it. During your End Phase, remove 1 Coal Counter from all monsters with Coal Counters on them.) Whilst this card is on the field, you do not remove Coal Counters from "Steam Soldier" monsters during the End Phase. You can remove all Coal Counters from this card to Special Summon 1 "Steam Soldier" from your Deck with a level equal to or lower than the number of Coal Counters removed from this card.

Steam Jet
Equip Spell
Equip only to a "Steam Soldier" monster. The Equipped monster cannot be destroyed in battle, and any monster the equipped monster battles loses 400 ATK and DEF (permenantly), plus 400 ATK and DEF during damage calculation.

Supply Line
Continuous Spell
Once per turn, you can move 1 Coal Counter from 1 "Steam Soldier" monster you control to this card. You can remove 2 Coal Counters from this card to draw 1 card.

Spoil Heap
Quick-Play Spell
Send 1 "Coal Reserve" from your Deck to your Graveyard. You can only activate 1 "Spoil Heap" per turn.

Anywhere where it says "A "Steam Soldier" monster gains 300 ATK and DEF for each Coal Counter on it" should be in parentheses, like the Alien cards when talking about A-Counters (I think). A few problems I can see, is the effect that allows Steam Soldiers to gain ATK and DEF from Coal Counters won't work in the Graveyard, unless the card says "while this card is in the Graveyard, "Steam Soldier" monsters gain 300 ATK and DEF for each Coal Counter on them" or something to that effect. Another problem is if you do that, the effect could become cumulative, and your Steam Soldiers could gain ridiculous ATK/DEF boosts (unless that's what you were going for).

Apart from that, these cards are nicely made, not too crazy or complicated but still effective. I can break it down into a card-by-card analysis if you need me to.

Thanks for the comments.

The intention was for them to be able to build large amounts of power, which is offset by the fact that, other than one monster, without the field spell they're constantly losing them again. I'll tone it down to 200 though, since they're not exactly weak without them. I don't think the cards need to mention that the effect applies in the graveyard, because the effect is how the counters work, and is supposed to continue to apply wherever the card that placed the counters end up.

I'm not so sure, I think Counters of any name have no spell effect unless the card specifies an effect tied to those Counters (Spell Counters being the best example, monsters don't gain ATK from Spell Counters unless their effect says they do). My suggestion to fix this would be to add "'Steam Soldier' monsters gain 100 ATK and DEF for each Coal Counter on them" for any card which will stay on the field ( monsters, continuous spells/traps or Field spells) which create or remove Coal Counters for their own effects, and for any really powerful effects involving those counters, make them remove Coal counters during the End Phase. This makes the bonuses from Coal Counters cumulative, but it takes a few cards before you start building massive power (like you say, they're not exactly weak without counters). It also keeps the idea of building power and constantly losing it. I hope how I explained it makes sense. :s

Pressure Blast is exactly like Icarus Attack for Steam Soldiers. I can't really complain about that since IA is a good and fair card, but maybe it should remove coal counters for its cost to give it a different twist?

My intention was that the counter got it's effect from the card that generated it, although the effect may need rewording to make it clearer. I was trying to avoid having the Coal Counter lore on each card, but I suppose it may not be avoidable.

Pressure Blast was intended to specifically represent one of the monsters intentionally raising it's steam pressure too high and exploding, hence the tribute of a monster. Taking out two cards made it an even trade, although unlike Icarus this can take out fewer cards. I may rename it, and/or change it to destroying the Steam Soldier instead, since that's what happens to it.
