SP0RE
I saw the image and immediately thought of it! This card cannot attack during the turn that it's Summoned. If "Toon World" is destroyed, destroy this card. If "Toon World" is on the field and your opponent does not control a Toon Monster, this card can attack your opponent directly. You can pay 500 Life Points to negate and destroy 1 Spell or Trap Card your opponent controls during either player's turn. DMZ
This card cannot attack during the turn that it's Summoned. If "Toon World" is destroyed, destroy this card. If "Toon World" is on the field and your opponent does not control a Toon Monster, this card can attack your opponent directly. You can pay 1000 Life Points to negate and destroy 1 Spell or Trap Card your opponent controls during either player's turn. There, a small OCG fix which will shorten your effect. Btw, Toon World works both ways, so if the card is ANYWHERE on the field Toons can attack directly. Now for the review: 1000 LP to negate a Spell or Trap card? Way too much, considering you only have 8000. There are cards that negate Spell and Trap card effects for free(apart from playing the card) If you want to make it cost something, I suggest 100-300 Life Points. If this card can't attack when Summoned, then just write like that, you don't have to spell it out unless it only can during a specific Summon. Example: "This card cannot attack in the turn it was Summoned, except if it was... (Special Summon/Flip Summon/Normal Summon +ed) Picture has not that much to do with the name and effect, so not gonna say anything about that. Effect is basic, so no creativity points 8/10 (See above critique)

The High cost was due to it being my adaptation of Destructotron's Effect.... I will lower it to 500! Dandelo
Well, the original Destructotron's effect cost is so high because, being a part of the Psychic type, you'll more than likely be running Psychic-Type Synchros and Trap Card support (both made to counter the Life Point cost of Pyschic-Type monsters' effects). With this card, i'm assuming you'd run it in a Toon Deck, so you probably wouldn't run Psych support. But what do I know?

DMZ
And that destruto also has a self-destruct effect to counter for his trouble.

If you control a Toon and your opponent controls this card. No Toon monsters can attack directly =/. This card cannot attack directly unless it's original owner is using it or unless its the only Toon monster you control and your opponent takes it =/ Which is so unlikely that if it happens...You should just never touch another Toon Deck ever....EVER D<!!!! Now. It's just a regular Toon monster. Nothing special. Just a generic Toon. Useful though
