When this card is activated, it is placed in your Monster Card Zone and is treated as Effect Monster. (LV1/Fiend-type/ATK/0 DEF/0). When your opponent Normal Summons a monster, select the monster and this card gains the name, ATK & DEF, and effect of the summoned monster. When this card is destroyed, destroy the selected monster.

So it's basically Brain Control, but permanent and your opponent keeps their monster. Probably still overpowered, just because it fills many roles. Perhaps a Summoning Restriction of some kind on it (no other Special Summoning the turn you use it, or no Normal Summoning).
