Ghost Dice Dragon is WAY, WAY, too OP'ed.
That means by tributing 3 monsters, you have AT LEAST a 2000 ATK monster that's unaffected by anything. Plus, that's only 1/6. The rest are: Roll a 2 =4000 ATK, Roll a 3 = 6000 ATK, Roll a 4 = 8000 ATK, Roll a 5 = 10,000 ATk, Roll a 6 = 12,000 ATK.
Anything that goes beyond appx.3000 with an "unaffected by card effects" effect is absurd.

The Wicked Exilos is slightly more balanced, powering itself on RFG cards. However, 1000 ATK is still too much. In D.D. Decks, it is relatively easy to get 10 or so monsters into the Graveyard, so this card's ATK could EASILY rise past 5000. Also, the negation effect is good, but too powerful. Perhaps tone it doen my saying "Negate the effects of all monsters your opponent controls", or apply that to Spells or Traps, but not all three.

You have some ideas, but you need to work on OCG and balance.
