You can discard 1 card to change the Battle Positions of all face-up monsters your opponent controls. If you control this face up card, during each of your End Phases offer 1 monster you control as a Tribute , if you do not, half the ATK of this card. I don't know how those standards could be met without an "Ultimate Offering". It also can't destroy monsters, which is a bad thing in most cases. The thing with the first effect is that its attack is 3600 which itself is extremely powerful. You overlook the fact that not being able to destroy monsters by battle is actually a good thing coupled with its second effect, which changes the battle position of you opponents monsters. I don't think his hight ATK balances it out too well.
