If you shift an effect to Machina Fortress, it still wouldn't be considered to have been targeted by an opponent's effect. The only card that turn that targeted Machina Fortress would have been "Fork - Divergence" which is your own card effect. In any case, it should follow similar rulings to the card "Shift".
