Broken.

 

Think about it this way:

 

You have this and your opponent has a monarch on the field.

 

Attack the monarch, this dies, you lose 300 LP, but now you have the monarch. Guess what. It's still your battle phase... ATTACKKKKKKKKK

 

And they lose 2400. What's more, you get to keep that monarch for as long as you want.

 

They summon Raiza? It doesn't help them so much... Dead draw [possibly] next turn.

 

Yeah, don't like it much.

 

And WTF is up with that picture? It's like, the face and breasts are facing backwards, but then the navel and groin are facing forwards... Whazwhaz???

 

And BTW, LV 9 does NOT mean 3 tributes. Anything above level 7 is two tributes.

Thanks, everyone. However, Bhim, for starters, her effect only works if she is still on the field after the Damage Step. So a random kamikaze won't work, nor will being destroyed by a Monarch. Also, various cards such as Waboku, and Mist Body are needed to make her work smoothly-and even then a random Saku, or even a Dimensional Prison. As for the picture, she is leaning backwards, so her upper torso is farther behind than her lower half.
