definiately not OP'd. has 3 Counters from beginning, and may come to... around 5. usually not more, since the ATK/DEF are quite low.

Also the only once removing effect makes it nearly UP'd... I think you could leave the only once away.

OCG is okay, Idea is nice, but usual for spellcasters. Balance is perfect, maybe a bit UP'd.
Could be a real card, but... I think as Common, at most rare.

I'll give 8/10
