Special Summon 1 lvl 4 monster from Deck?
Instant lvl 7 Synchro ftw _/
Its true that Debris dragon does the same thing but then again, it uses graveyard and it can't b used together with lvl 4 monsters
If you want to keep this concept of the card at least add the effect that negates special summoned monsters effect
You could use it to special summon any lvl 4 monster and use its effect even if its in defense
The image could use some work as well...

Correct OCG should be:
When this card is Summoned, you can Special Summon 1 Level 4 Dragon-Type monster from your Deck in face-up Defense Position. It cannot change its position.

You're a new member, so I'll cut you some slack.
First of all, Dragon is missspelt.
Second, it is OP ([b]O[/b]ver [b]P[/b]owered), but I won't criticize.
Another thing is, the pic is meh. Next time, use Jazin Kay's pics, or Deviantart.
My expectations for a new member compared to your card:
7.5/10. For a newbie.
Believe me when I'm saying this is stretching it.
