No, it's not a very good card, hate to say.
In fact, this the opposite of Good. Ridiculously Overpower'd, practically just begging to be abused for OTKs.
Give it a drawback, like this:
[i]You can discard 1 card to Special Summon this card from your hand. If you do, A(Discard your hand. B(Remove this card from play at the end of the turn. C(Decrease your Life Points by 3000. D(Remove from play every monster in your Deck with more than 2000 ATK. Or E(All of the above.[/i]

Op'd. Extremely easy to summon. Also pretty bland. Capitalize "Death" and "Dragon".

I don't think it's always a good way to introduce a newb with such... bluntness.

So it's not a the best card, but I've seen plenty worse from new members. It's always worth checking against real cards to see if you're going overboard. I'll give you a generous 5/10 and the promise I'll help you out if you ever ask.

I think just about everything else has been covered and I think if you plan to edit the card, lower the level and use one of Brickfists suggested effects.
