Tell me what you think. It might be OP'd, it might even be Broken, but tell me what you think (be a little detailed, I will report +1 posts)

This card cannot be Normal Summoned or Set. This card can only be Special Summoned by sending 3 removed from play monsters to your Graveyard. When this card is Summoned successfully, return 1 card from your Graveyard to your Deck. This card's original ATK and DEF is equal to the turn count x 200. This card cannot have an original ATK or DEF higher than 4000. Once per turn you can discard 1 Monster Card from your hand to Special Summon 1 removed from play monster whose Level is equal to or lower than the discarded monster. That card cannot attack during your next Battle Phase and it cannot be Tributed or used as Synchro Material until after your opponent's next Battle Phase. Once per turn, if the turn count is at least 30, you can move the turn count back 25 to destroy all cards on the field except this card.

Well increasing it's ATK would have no impact whatsoever. Since whenever it is Summoned it's removed from play. Even after it returns itself back to the field only to remove itself from play again. And yes it is quite broken.

I suspected it might be. It was an attempt at something I've never tried before. Recommendations?

The problem is that anything that advances the turn count consistently is also support for Final Countdown OTK.

True, very true...well then, I guess the only thing I could do in that situation is drop that effect. I'll edit it in a bit.

Alright, after a good bit of consideration, I edited the card to where I think everyone can agree that it is better. Or, at least, I hope.

Final Countdown was not the only thing that made this broken..................................

Hey gang, let's count the number of broken effects this has!

1) Burial from a DD
2) A removal effect.
3) A free DDR with a noncondition.
4) A nuke that punishes your opponent for not OTKing you. YAY

Hey gang, let's count the number of broken effects this has!

1) Burial from a DD You're sending them to the Graveyard, not back to the field. In a DD deck that's a bad thing. From there, 1 card goes to your Deck.
2) A removal effect. Where?
3) A free DDR with a noncondition. Alright, I can agree here, I'll add a no-attack during your next battle phase condition
4) A nuke that punishes your opponent for not OTKing you. YAY By the time you get to 30 turns, there might as well be a game changer.

Not to mention every 2 turns you remove from play any card on the field. Just saying. I see what you were trying to do, but you obviously didn't word it correctly.

Where's that effect at? I thought I got rid of the remove from play effects (aside from the Special Summoning one with some negative effects).
