This card cannot be Normal Summoned or Set except by Tributing 3 Dragon-Type monsters you control. When this card destroys a monster in face-down Defense Position, inflict damage equal to halve of the destroyed monster's ATK and destroy 1 face-down Spell or Trap Card.

Once during your Battle Phase, you can discard as many cards from your hand and destroy 1 Spell, Trap, or Monster Card on your opponent's side of the field for each card discarded. If there are remaining cards in your hand, you can discard those to inflict 700 damage to your opponent. This card cannot declare an attack on the turn this effect is used.

This card can be Special Summoned from your hand in Attack Position after your opponent activates a Trap Card. While this card is face-up on the field, your opponent cannot activate any Trap Cards. IM BAD AT OCG BUT SHOULDNT IT SAY

This card cannot be Normal Summoned or Set except by Tributing 2 Dragon-Type monsters you control. When this card destroys a monster in face-down Attack Position, inflict damage equal to the destroyed monster's ATK and destroy 1 face-down Spell or Trap Card.

There's a big contradiction in the effect:

That second highlighted area should probably be Special Summoned. Or even the first for a bit more of an unusual summoning condition. Also, 2 tribute Dragons seems a little low for a Level 9 with 3000 for each stat.

EDIT: Got changed while I was posting - seems okay now, but I'm still undecided on the number of tributes. 7/10 while I work it out.

I like it the way it is, are you sure that's correct OCG though? And should i change it to "Tributing 3 Dragon-Type monsters..."

This card is simple but very well made it would kick but in a RED EYES METAL DECK and could be a game ender crushing all hope with its S/T destroying effect might be op'ed thought caused its actually still real easy to get on the field because three are so many cards to special summon dragons maybe make it so you have to remove from play the dragons instead and make it so it can only be special summoned that way

Doesn't quite matter about OCG now, seem fine to me. Although, for the effect it's got and the stats as well, I think it'd help balance with 3 Dragon tributes.
