Once per turn, while you control another Aqua-Type monster, you can return 1 Aqua-Type monster you control to its owners hand to Special Summon 1 Level 4 or lower Aqua-Type monster from your Deck.

[b]Template:[/b] Made by Me.

[b]Strategy:[/b] Well there are many ways to use it, the main thing is that this card can search copies of it self and give some pretty solid hand advantage. Here is how is goes, you Normal Summon it while you control another Aqua-Type monster, use its effect return it back to your hand then Special Summon another copy of it and repeat, until you have 2 in your hand use the 3rd ones effect to return it again and this time Special Summon a strong Level 4 Aqua monster like Abyss Soldier.

[b]Combo:[/b] With Abyss Soldier and Treeborn Frog come a very unique combo with this card. We also need One for One. Use One for One to bring out Treeborn Frog, then Normal Summon this card and return Treeborn Frog to your hand using its effect and Special Summon Abyss Soldier to use his effect and discard Treeborn Frog to either return an opponents card OR return Ydrovia to your hand and safe her from destruction due to her low stats. Also, this way you'll have Treeborn Frog in the Graveyard so you can Special Summon him next turns Standby Phase, for a Tribute Summon OR for more FUN with this card.

I have had that experience many times...

Anyways, on to the card:
I like it very much because of the meaningful short, condensed effect. It's what I would call "short and sweet". The strategy is quite solid, making this card a nice searcher in an Aqua-Type deck (though I don't know too many of those). Nevertheless, it's a great card. I can see this being used well. Flawless OCG, fitting art, and pretty balanced. This card=win

OCG is flawless. No errors whatsoever.

[b]Effect / Originality:[/b]
The card has a simple bounce another Aqua to get out a Level 4 or lower Aqua from your Deck in replace. Quite simple, but something I haven't seen yet, well, that being because I don't see Aqua support that much here.

[b]Usefulness / Balance:[/b]
Lots of uses this card has, such as the ones you had already stated. Could be splashed at 1-3 in any Aqua related Deck, problem is, the stats are questionable, possibly making it underpowered? That's just in my opinion though.

Overall, a very balanced, very useful card. Maybe a little underpowered. It would definitely work very well with Treeborn Frog, also maybe a WATER Synchro Deck. It would help if it was a Tuner. It would make up for it's vulnerability stats-wise. One of the things I like is that you can use itself for its effect.
It would work, maybe in Ice Barrier decks. If I'm right, Ice Barrier is a control/field advantage archetype, which would let this fit in well with a couple of cards.

This would work particularly well. Adds even more to your hand, also if you have already used it for Abyss Soldier, Abyss Soldier's effect makes this card great fodder.

Edit: Just found a good lockdown with this card+below 2+extra Aqua card.

Summon those two with your extra Aqua card + Ydrovia itself. You get a near complete lockdown assuming you are using very low-levels like with Ydrovia. The second card is literally a way to make damage but also is a Tuner so very useful there. A couple of cards on the field along with the two you have will get a Level 6-8 Synchro out.
