I have to say, that pic is great. A minor OCG problem:

3000 ATK is a lot for a 4-star, but the 3 turn countdown really balances it. So 8/10 for you.

Terrible card, it would never see legitimate play, its a good idea that you were thinking of but you failed at it. This card wouldn't be used it can be easily destroyed by Spell/Trap removal and no one would take risk of using this just for a 3000 beatstick sorry but thats my honest opinion.

What you forget is that it can be Special Summoned, even if it can only be Special Summoned from your Graveyard. It would be a staple in Zombie-Type beatdown, where you have a Zombie Master on the field, you Normal Summon this, then you can Special Summon another copy of Time Reaper. Just clear the S/T zone, and you won the game so easily.

Another thing is what you forgot that it's an effect. Even if it has more negative effect, it's an effect... *cough*Skilldrain*cough*

I did not design this card as a staple in every deck. To be honest, I hate staple cards, but I really like cards which can be a key card in a Deck, cards which can be built to a Deck. Combo cards, like Exodia, or like this card.

Btw, I have another idea how could you protect this card. Using Book of Moon is a really good strategy if you protect it against cards like Bottomless Trap Hole. However, if your opponent negates it with "Solemn" Traps (Warning of Judgment), you won't lose the game since its effect cannot be activated. It didn't [i]hit the field[/i] itself.
