It's AOC, so I won't rate this card.

As a test card, it was appropriate to keep it in AoC, but most test cards remain un-posted, in this case, austin43, wanted feedback on his card, and with it being an AoC, you can only comment mainly on the card's structure. Balance, OP/UP and picture statements aren't a priority here.

Anyway;
It has much potential.
For starters on the basics:
[b]Name[/b] - something wacky, 'new' or cool is great, although the name is simple, it still works.
[b]Level[/b] - far too much for the simple image/picture. Remember the basics of 1-4, 5-6, 7-10 (10+ is usually God cards).
[b]Attribute[/b] - not much to miss out on, though the name is 'Fire Bats' so I would assume FIRE.
[b]Type[/b] [ [b]?[/b] / ? ] - ATK isn't a Type. Remember the usual such as: Warrior, Spellcaster, Aqua, Rock, Machine, Dragon. In this case, Winged-Beast would seem a good Type.
[b]Secondary Type[/b] - [ ? / [b]?[/b] ] - Got it. Remember that Spirits return to the hand at the end of the turn they're Summoned. Others are: Effect, Gemini, Union. Use the imperative effect criteria for each that requires it.
[b]Effect[/b] - Although not perfect OCG and the effect seems a little uncertain, you've got the idea. Remember, even if you don't use proper OCG, you can still use proper English grammar. A fix would be "All monsters your opponent controls lose 2000 ATK."
[b]ATK + DEF[/b] - High stats, though it's AoC, so it's allowed to be overpowered. Just remember the basics for Levels and twist them in with the effect / archtype.

You will learn as your stay here progresses. Being here 2 years myself, I can say I wasn't perfect from the start. Thankfully the forum switched and all my first cards were deleted from the Forum.

Anyway, ignore any abusive comments if any do occur, this is the internet, and people become a whole new character online. Just remember to have fun, enjoy your experience in Yugioh and enjoy your life basically.

Also, to those who are commenting negatively without giving any support: he is new, give him a chance, and this site is supposed to be for people to post their creations. I know that it's impossible to make the YCM community perfect, but by reducing spam, such as "crap", or "bad" would make it much better. As LiAM demonstrated above, [u][i][b]CONSTRUCTIVE[/b][/i][/u] criticism is the key. It is perfectly fine to say that a card is bad, but you must give support, and tell them how to improve, rather than simply insult it. Also, I noticed that someone negged Austin in the first post. I know that I'm not a mod, but that's unacceptable. I mean, does it seem right to neg someone just because they posted one of their creations (and especially a new member)? This is the reason many of YCM's members quit immediately after they sign up...

Now that I've finished ranting, I'll comment on the card.
Though it is a bit shaky, it definitely has the potential to improve:

[b]Name:[/b] "Flashy" Adjectives usually make the name more interesting/exciting to read. For example, rather than "Fire", you could replace it with "Incinerating", "Combusting", "Overheat", etc.
[b]Effect:[/b] Not a bad idea for a new member, but it seems a bit much. 2000 is rather strong. Basically, it would require a monster with more than 6000 ATK to destroy this thing by battle.
[b]Stats:[/b] A bit much for such a powerful effect. Perhaps tone it down a bit.
