If the effect of the card is negated, then the effect to draw is negated therefore making it useless. So I changed it to 'destroyed.'

Here you go, better OCG.

If a monster you control is destroyed by battle, you can destroy 1 card your opponent controls. If this cards effect was negated, while in your Graveyard, you can draw 1 additional card during your Draw Phase.

Op'd, needs to have a draw back. Think of something, unique effect though, nice work.

not really theres 2 costs to get the draw.
and the destruction gives no advantage and you cant get both

I'm lost at what you are saying, but yes, destruction does give help. Your monster dies, you can destroy 1 card, any card, make it monster and it'd be fine. But leave it as is, you can kill a Spell or Trap card to, which is useful, but it has no drawback. Second, you wanted to make it so you'd draw a card if this card would be negated, well, virtually you could negate it on your own just to draw 1 card, and a drawing 1 card is alright, but throw three of these in your deck, it could draw 3 cards for no price at all...

So, at least make it limited to monster destruction....

negating your own card would be stupid and a waste of cards. On the desroying, if you monster dies and you lose the spell too thats a -2 and you then destroy 1 card which still makes it a -1 in terms of card advantage thats why its not broken.

Well still, being used still don't cut it for me, sorry, others might be willing to agree with you as its a -2 +1, but I still say its a -1 +2...
