relly nice card, although the effect is a bit overpowered
what i mean is if your opponent only has a set monster no cards in their hand. if you destroy their monster they cannot discard hence it locks them from summoning next turn unless they draw a stronger monster. you could force a card like road warrior with 300 atk and 1500 def into defense mode, then destroy it and they wouldnt be able to summon a monster next turn if they are handless.

regardless it is a very nice design

Sure, it's overpowered in that situation. But you can't base a card's potential on situations that may or may not happen in a duel. Plus, it's stats are not the best, and it's still vulnerable to destruction via card effect.
