This card cannot be Special Summoned except by Fusion Summon. Once per turn you can remove 1 "Elemental Hero Sparkman" from your Graveyard to increase the ATK of an "Elemental Hero" Monster by 1600. When this card is destroyed and sent to the Graveyard you can Special Summon 1 "Elemental Hero Neos" from your Graveyard.[/b][/font][/center]

personally i think the fusion material monsters should be something like this "Elemental Hero Neos" + 1 Thunder-Type monster or "Elemental Hero Sparkman" < helps out with the very generic effect.

OH how can I resist your Avi's face. Even with the summoning conditions it is a good card. The effect is unique and powerful and I believe justified by activating cost and summoning cost. The picture fits nicly as it does look like a mixture of Neos and Sparkman. However I do see the problem of abusing his effect for an instant Neos.

OCG: 10/10 I don't see any problems
Effect: 9/10 unique and purposeful but with situational conditions for summon
Balence: 8/10 minorly flawed
