I think it might be a tad OP'd, but here it is anyway.

Lore: This card's effect is negated unless you control 2 or more Pyro-Type or Winged Beast-Type Monsters.
Once per turn, during either players Standby Phase, you can activate one of the following effects:
- Pay 1000 Life Points to Set or Summon 1 additional monster this turn. This effect can only be used during your Standby Phase.
- Pay 500 Life Points to Set 1 Spell or Trap Card from your hand. This effect can be used during either player's Standby Phase.
- Tribute 1 other monster you control to inflict damage to your opponent equal to the ATK of the Tributed monster x2. This effect can be used during either player's Standby Phase.

Nice pic although maybe you should use your username as the cards name O.o the 1000 points is like a bigger Ultimate Offering card, the 500 points for spell/trap for another person turn is a good idea, however i think the tribute for direct damage part is a little tipping it, just because in todays world of cards some level 4's have 2000+ damage with drawback AFTER attacking but in this case doesn't matter Maybe switch to half damage that but thats just making it realistic standpoint, it's your card it's nice and you don't need too change anything if you don't wanna
