Good pic, appropriate name, effect's a little OP, but OK stats for what it does.
Bit of an OCG fix needed, though:
Once per turn, during your End Phases, place 1 "Whirlpool Counter" on this card. When your opponent Summons a monster, you can remove counters equal to or more than the Summoned monster's DEF x500 to negate the Summon and destroy it.
I think. Little unsure on the removing counters bit, but it's mostly just the caps you had wrong. Although, "remove a number of counters equal to or [i]less[/i] than the summoned monster's DEF x500" would mean you could remove 1 counter to destroy Blue Eyes. That'd be too easy

I tried putting a slash through the S on Phases, but it may be a little hard to notice.. anyways, it should just be End Phase, not End Phases.

I like the cards effect, but its ATK and DEF seem a bit low.. maybe 1600ATK / 1500DEF idk?

but i think its a little OP*ed
make it al little harder to summon and i think it would balanced it out pretty good
