Just see two tiny mistakes, I don't see an "of" in between "control" and "1", and I believe that the M in Monsters is supposed to be capitalize. Though I'm new to this Excess and Overlay monster thing (by that I mean I have only tiny bits of info on them), IMO your card's effects are pretty good. Though IMO, I believe there should be another drawback to the part about taking control of an Excess monster and the cards it Overlays because that seems a bit Op'd, maybe not allowing the Excess monster to attack? I'm fine with the second effect of this card, but if it was me, I would reduce it to drawing 1 card only.

Anyways, good card, allowing you to take control of an Excess monster and it doubles as a tuner.
