I guess we'll have to wait and see how easy/difficult it is to get a Crime Counter out before we decide whether or not it is broken, won't we?

if the crime counters are hard to get, then it's a little overpowered. but if they are as easy as setting a spell card then it's way overpowered.

Crime counters are get with some spell cards or monster cards. You get one when you commit a murder (destroy an opponents monster) and most cards including this one work for Both Players.
