By removing 1 Counter your Excess monster gains more staying power +2 and possibly more effect fodder. When an Excess monster would be destroyed, you remove an Overlaid card instead. Excess Monsters now have very high stay capabilities for the simple almost non-cost worthy release of 1 Counter. It'd be fine if you increased the number of Counters needed to be removed since now you cant activate this the moment you get a Counter. Either that or lower the number of Overlays it gets.
