I'm new and this is my first card, so go easy on me, please.

This card gains 400 ATK for every Spell Counter on the field. Once per turn, distribute Spell Counters among monsters on the field equal to this card's Level -4. During each of your Draw Phases draw 1 more card for every 4 Spell Counters on the field. During each of your End Phases either: Gain Life Points for every card in your hand x300. OR inflict 300 damage for every card in your opponent's hand. Your opponent cannot activate Spell Cards.

It's like Shooting Star Dragon in terms of summoning conditions. Your OCG is not that bad, and the effect of negating Spells is OP'd ONLY BECAUSE THERE ARE OTHER effects.
