EDIT: Seeing as how -Griffin ninja'd me, I thought I'd reiterate my original point.

You have a free Trap protection effect, + piercing.
Both are positive effects and make for decent control.
I suggested you limit the use of it, as I felt the card needed at least some form of a drawback. Is that so incredibly unreasonable?

And sorry, I didn't know heavy storm was banned.

OK, its not that unreasonable to add a cost or restriction. Any suggestions?

For the drawback, you wouldn't really want to cut it to the point of being unplayable. Even a "Once per turn" clause on the trap protection would help keep it in check, I think.

EDIT: To -Griffin, you're obviously assuming any or all of those cards would already be Set.

If this were to be played beforehand, it would protect from those bolded, in addition to Torrential Tribute and Compulsory Evacuation.

Seeing as how people here don't know what's actually played at the moment, I think I'll reiterate my original point.

These are the top traps that affect a monster at the moment, in rough order of use:

[i]Solemn Judgement
Solemn Warning
Torrential Tribute
Bottomless Trap Hole[/i]
[b]Mirror Force[/b]
[i]Compulsory Evacuation Device
[/i][b]Dimensional Prison[/b]

The ones in itallics must be or are likely to be used before an Equip Spell Card can be activated, meaning this only works against the bolded card. One semi-rarely seen card and one rarely seen cards. On top of that, the most popular Trap this format isn't any of those. It's Royal Decree - loads of people run no Traps at all and stick to Quickplay Spells and Monster effects for defense. No-one has used Fairy Meteor in serious play... probably ever - and the extra effect isn't that big of a deal, especially not this format.

I actually lol'ed at this quite a bit. You guys have been fighting about whether this card is OP'ed or not when what you guys really should have done in the first place was giving him something to better his card.

Here's my re-write.

[b]Cosmic Strap[/b]
When a monster equipped with this card attacks with an ATK that is higher than the DEF of a Defense Position monster, inflict the difference as Battle Damage to your opponent's Life Points. You can discard 1 card from your hand to negate the effect of your opponent's trap card and destroy it.

This trap card can be used in a variety of ways, yes. But it's not exactly as if it's immune to everything. Sure it's a bloody strong card, but it doesn't mean to say it's OP'ed, unless this Equip Spell gains the power to negate monster effects it is certainly NOT OP'ed. But it's not exactly a balanced card either, with my re-write I'd say it's a bit more balanced. I agree that it couldn't be left as it was.

Then there is the problem of this "Horus". Horus is NOT an easy monster to summon. Let's put it this way, a deck should have 1 of 3 things; a balance of ATK & DEF, an overly ATK deck or an overly DEF deck. Therefore a "Horus" @ Level 4 shouldn't be able to destroy monsters left and right in ANY good deck. If your opponent were to activate "Level Up", all you need do is activate a spell cancelling trap such as "Magic Drain" or "Spell Shield Type 8".
Now if none of the above tactics work, then there are monster effects. Most monsters nowadays have monster effects that can negate, destroy or return cards. If your deck focuses on beatsticks such as the "Blackwing" deck then it's easily possible to beat "Horus the Black Flame Dragon LV8" (3000ATK) by summoning a "Gale the Whirlwind" then further summoning "Bora the Spear" and "Sirocco the Dawn". Simply use Bora's ability for a monster with piercing AND well above 3000 ATK.

Nice try, but it's not exactly the MOST original or balanced.
