Turmoil
This is one sexy card. mirror force/black rose/dark hole/gyazarus/celestia/JD/torrential/lightning vortex/icarus attack/ http://yugioh.wikia.com/wiki/Starlight_Road Activate only when an effect is activated that would destroy 2 or more cards you control. Negate the effect and destroy that card. Then, you can Special Summon 1 "Stardust Dragon" from your Extra Deck.
hmm... i dont think so. as long as it was because stardust was tributed to negate a destruction effect, it can special summon itself from the graveyard unlimited amount of times. dont think whether it was synchro summoned/special summoned that it prevents it
Legend Zero
"Special Summoning Stardust Dragon with Starlight Road is not a Synchro Summon. If that Stardust Dragon is later sent to the Graveyard, it cannot be Special Summoned by its own effect."
