It's Good. Requires a simple 2 Level 1 monsters that can be tokens. This is easily splashable in some synchro decks. Dandylion immediately comes to mind when I think of Excess Summoning this card. You could either use this as a Non-Tuner or a Tuner whichever suits it. If you get Quickdraw, you could just treat it as a Non-Tuner, Level Eat QD for Drill Warrior. Either if you control a Level 4 already you can Synchro for Goyo or if you lose this, Dandy it back then Summon a Level 4 or something of your choice and Synchro Summon. Good draw. I could still use Tuningware over this since it's easier, but this is by no means bad. It's usable and playable.
