If you Special Summon this monster from your hand, this monsters Level becomes 3 and the ATK is decreased with 1000. When this card is Special Summoned from your hand, look at the top card of your deck. If it was a WATER monster, you can tribute this card to Special Summon it. CnC happily accepted, OCG fixes too.
