Lore: Every Standby Phase, look at the top card of your deck and the top card of your opponents deck. If both are Monsters, you and your opponent can remove the monster card from play to Special Summon 1 WIND monster from the hand. If both cards were Spell Cards, increase your and your opponents Life Points with 500. If both were Trap Cards, decrase your and your opponents Life Points with 500.

Possible OCG fix:
Each Standby Phase, reveal the top 1 card of your and your opponent's Deck.
--If both are Monster Cards: remove both cards from play and, if possible, Special Summon 1 WIND Monster from your hand.
--If both are Spell Cards: increase your and your opponent's Lifepoints by 500
--If both are Trap Cards: deal 500 damage to you and your opponent

I think you need to indicate where the cards are returned to if they are both Spells/both Traps/different; my recommendation would be to place them on the bottom of the deck. Also, making the Special Summon be only from the controller's hand makes sense and balances the card. I love the art and the name is good. In its current state, I say 7/10 because of the OCG issues, need for clarification of the effect, and the fact that it is slightly UP'ed in my opinion.
