evilfusion Posted January 30, 2011 Report Share Posted January 30, 2011 Ancient Gear effects are continuous and don't "activate" so they don't have a Spell Speed. They apply when attacking, but do not start a chain. Your opponent cannot activate Negate Attack because Negate Attack is activated when a monster attacks, and Engineer's effect states your opponent is not allowed to activate Spells or Traps at that time.
