My first note about these cards is that the the total of ATK and DEF of these cards is 2000 for all the cards. Was that intentional? Now for the individual cards:

 

Tsukasa Hiiragi - Can be used well with cards like "Raregold Armor" for an easy lock, or with "Heart of Clear Water" so they won't destroy this monster. A bit tricky, but can be effective in the right hands.

Yutaka Kobayakawa - The comment about "Heart of Clear Water" applies to this card too. The effect of this card is a bit odd - your opponent just won't target this card as the target of an effect most likely.

Kagami Hiiragi - I think you missed an "other than this one" part from the first effect - the way it is worded now means it can attack directly all the time, as it counts as a "Lucky Star" monster itself. Either way, it makes for an average direct attacker, the Special Summon effect can give it a secondary usage as Tribute / Synchro fodder, though.

Miyuki Takara - The effect does not state from where this card is sent to the Graveyard. Did you mean it in a way so it does not matter? Or did you just forget the "from the field" part?

Konata Izumi - There are other cards which possess a similar effect and in an easier to use way.

Ayano Minegishi - If you can keep this card on the field, you can get a hand advantage - either for discard effects, Tribute / Synchro fodders, or something like that. Keeping on the field is a hard task, though, as it has no internal protection.

Hiyori Tamura - A somewhat weaker effect compared to the one of "Battle Fader", with slightly higher stats.

Minami Iwasaki - A curious protection effect, I have to admit. There are other ways to get a similar effect, but can work.

Patricia Martin - Interesting effect, but just like the Yutaka card - your opponent will most likely get rid of this card first with raw power.

Misao Kusakabe - Again, the effect is pretty cool, but with these stats, it just won't survive.

 

The concept is curious as a novelty Deck, but these cards are actually pretty weak. Most of them would require the support of cards like "Gravity Bind", "Heart of Clear Water" and other defensive stuff to just keep them on the field. And as they have no effective attackers, even if you manage to protect them, you cannot really inflict damage. I know, they are just schoolgirls.,,

Ha ha! You finally got your Lucky Star set up! I'm not exactly what you would call a "Card Rater" but I'll try. xD

 

Ok, the first thing I noticed is that the images are all pretty basic. Try to find some that are more flashy. Also, even though it is a Lucky Star set, the effects are kinda simple on some of them.

I intended them all to add up to 2000. i had a spell card in mind that may have something to do with that.

Trying to think up extra effects for those monsters that were mentioned, I can also go pic hunting for you. Konata could be something like ""Lucky Star" monster cannot be destroyed by battle" since they're so weak, give you a couple more options for an attack lockdown, then that would make Patricia's effect a little more valuable, though I would make it so it prevents all effects, not just spells and traps, since most destruction usually comes from monsters now.

I was thinking about it being a field spell or a continuous spell

Trying to think up extra effects for those monsters that were mentioned, I can also go pic hunting for you. For the support Spell, I recommend it being a Field Spell Card to avoid having multiple copies on the field and getting the bonus several times. The secondary effect can work too, to help with creating the lock. I am also going to look for the Trap Cards you are going to make.

Unfortunately, I'm not familiar with the show, so I can't rate on how well the cards cover the characters. So, I'll rate it based on playability and OCG.

 

Anyway, these are interesting cards. OCG is fairly good, with the only mistakes I see being small (albeit repetitive) ones, such as "may" should be "can" and "one" should be "1". Playability-wise, this makes for an interesting stall/lockdown set. However, the poor stats are killer here. If you plan on continuing this set, I would recommend you make:

-Card to boost the ATK/DEF of each monster. Think Limiter Removal or something.

-Summon engine card to allow for swarming. Think Six Samurai.

 

Those are my suggestions for the future. For right now though, I actually like that their base stats are low. This allows for searchability. Gravity Bind is a must for this set too. Overall I like it. It just needs to be refined some to allow for playability. 7/10 for now.

Um...their from Lucky Star...

 

Anyway, I like the continuous spell since it's like Valhalla, but a lot stronger since you can actually use more than 1 per turn consistently. I'm trying to think of another way to say your field's second effect, since I think if you negate the monster's effect they can't use their new effect either.

Safebooru, where FTW has suggested, has some great art that can be used, so I recommend there for images.

Also, since I enjoyed Lucky Star wince I first watched it, I shall comment every individual card, possibly in different posts.

I'm pretty sure when the high Level Lucky Star monsters get added, Yukata would be beastly against some Decks.

Kagami

She is pretty lulz to use, when you combine it with Lucky Game and The A. Forces, making her be able to attack directly for big damage. And with Tsukasa or Minami, she can attack directly freely each turn. And her effect to able to be Special Summon from the Graveyard while you control no monsters make her seem pretty good to use, especially with Lucky Crowed.

Miyuki

My gawd, Miyuki-chan is so cute! Anyways, her effect to search out any Lucky Star monster to your hand from your Deck makes her almost an essential in some kind of a Lucky Star Deck. Her DEF makes her somewhat decent in blocking, and even if they attack past it, you get to add a monster, then possibly re-Summon her with Lucky Crowd or Yutaka's effect, and then after she gets destroyed again, you still get a monster. So this card is really useful to use, especially with Lucky Game, since her effect activates in the Graveyard, where it can't be negated by it.

 

That's pretty much all I can rate for now, so I'll rate some later.

The set is looking pretty good so far. Hope you create some more cards, like Kona-chan's lulzy father.

Well, I'm online alot, it's just I just go to the TCG Section, and games mostly now, so I don't really visit the Custom Cards section.

 

Also, now onto the next card.

 

Konata

She can easily activate her effect against a monster your opponent has that has load of ATK, but generally low DEF, forcing them into Defense Position. Flamvell are an example. The same strategy can also work for monsters with high DEF, but low ATK. Like most Rock monsters. And it can be easily used when she is just Summoned, making it pretty useful, if your opponent is attacking one of your monsters, then you use something like Call of the Haunted, and bring her back, then switch it to Defense Position. So Konata is a monster that looks like it shouldn't be underestimated.

Ayano

Another good card as in can add useful cards to your hand like Hiyori. Other combinations she has are like adding Miyuki, then use her effect so you can add a Lucky Star monster from your Deck, making it lulzy to use. So this card really generates small hand advantages. You can also add another Ayano to your hand, Summon it, then add another monster, making this card even more useful and lulzy.

Hiyori

There isn't much to talk about her effect, except that she can disrupt alot of the opponent's attacking strategies. And she can be added by either Miyuki or Ayano, so she can constantly use her effect alot. So keeping more than in your hand seems good enough.

Minami

She seems like good protection to use, since they have to attack her twice. And even if she is destroyed, you can just add bring her back via Ayano, Lucky Crowd, or Yutaka. But she will be considerably hard to beat if Lucky Game is on the field. Making her more powerful. And with Yutaka, she is even harder to takedown, generally because she can't be targeted by effects. Well that's all generally I have to say. So, yea...

Patricia Martin

She s awesome to use against certain Decks. You can easily use her effect to Tribute someone, the return her with Ayano's effect. The only bad part is that Patricia's effect doesn't work with Miyuki-chan's effect, since it misses the timing. Though, she can still stop cards like Mirror Force, Bottomless Trap Hole, etc.

Making her a good part of the set. And with her generally high DEF, getting past her seems unlikely.
