When a monster your control is destroyed by the effects of a Spell card, Special Summon 1 Tuner from your Graveyard to your side of the field. You must then Synchro Summon this monster using that Tuner and another monster from your hand. If you cannot, end your turn. This card loses ATK equal to the number of monsters on the field x300. Whenever your opponent Summons a monster, half that monster's ATK until your opponent's next Battle Phase.[/i][/center]

How can it be Normal Summoned or Set, since its already a Synchro, making it unable to do that.
I don't get what it means when says "This card can only be activated by it's own effect." You could have just put "This card can only be Synchro Summoned by this card's effect." or something. Anyways, a Level 10 Synchro, requiring like 3 Synchro Materials isn't too hard too pull of. You can just Foolish Burial a Level 3 Tuner monster. [s]Summon a Level 5, like Cyber Dragon, attack over some monster, bring back the Tuner you dump'd, then Synchro Summon by using a non-Tuner whose level with the Tuner you Summoned that equals to 5, and boom. This card comes out.[/s]
4000 ATK is understandable. [s]It avoids Bottomless Trap Hole, Torrential Tribute, and others, mainly because he is Synchro Summoned during the Damage Step, making him fairly good. The only thing you have to watch out for is something like Dimensional Prison, or Mirror Force.[/s]
You can Summon a Machina Gearframe, then add Machine Fortress to your hand. Then use Dark Hole to destroy the field, bring in the Level 3 Tuner, and Synchro with it and Fortress.

Edit: I read the effect wrong. So let me edit into a different comment.

Also, if you did use Dark Hole to help with this card's Summon, you have a free direct attack with this card, taking down at least half their Life Points.

The art looks familiar to me. As it reminds me of something else.
The OCG is off, like its Normal Summon or Set part.
