I see nothing underpowered about it. As you don't know; I'm creating a set that has to do with Effect Monster's paying Life Points to activate their effects so this card will be useful in this set. Even without this set, the card is still not underpowered, and Life Points is the main source on Yu-Gi-Oh, so yeah? Got any constructive criticism?

Do you not wonder why an LP gaining card hasn't been used in semi-serious play since Thought-Ruler Archfiend or Magical Andriod, which were quickly outclassed as we got more Synchros? Or why burn cards are pretty much just as rare?
You're really over-estimating the value of LP. It's a common error in people that don't play the TCG often. Card advantage is far, far more important and you can trust me when I say that Monarchs simply outclass this. The ATK loss compared to them is just another nail in the coffin. If I want to turn low-level monsters into LP that badly, I synch for Thought Ruler. There isn't any other card that gives worthwhile LP (And TRA is still only really good for its other effect). This would just be another card in the piles of heal/burn cards that no decent player actually uses. If you want this to be somewhat playable, give it some effect to save advantage or give control.

It's first effect doesn't target sadly. Targeting is letting you choose a specific card, not a whole range of cards. Example: Soul Taker. Dark Armed Dragon. Etc.

You can change the bolded text to: You gain Life Points equal to the number of monsters flipped face-up this way.
